These are made out of extruded or expanded foam which you can purchase at Lowe's. It is a bit sturdier and much easier to work with than regular styrofoam, since it can be sanded smooth. The top photos show the base layer of contrasting colors to bring out the lettering and cracks. The bottom photos show the plans I drew and the grid drawn onto the foam to cut it.
